Cooperation between producer responsibility organisations across the Nordic countries continues to develop as an important platform for knowledge sharing and building expertise together.

The EU’s new Packaging and Packaging Waste Regulation (PPWR) introduces new requirements for packaging and packaging waste, which will also have implications for the textile industry. What do the new rules mean in practice for companies that manufacture, import or sell textiles? What requirements are coming, when will they apply, and what should companies start preparing for now?

How can a future EPR-scheme for textiles work when many different stakeholders must contribute to the same system? This is a key question in the project “Extended Producer Responsibility for Textiles: Towards Circular Value Chains”, owned by NORSIRK and managed by the Norwegian Fashion & Textile Agenda (NF&TA). The aim is to develop an EPR scheme that promotes circular value chains and innovation.

By 2028, companies placing clothing, textile products and footwear on the Norwegian market will need to comply with a new regulatory framework governing how used and discarded textiles are collected, sorted, and financed. For producers, importers and retailers, this is about far more than waste management. It is about understanding what they will be required to pay and under which conditions they will operate within a system that is still under development.

Building on the revised Waste Framework Directive (WFD), the European Union adopted a framework for Extended Producer Responsibility (EPR) for textiles in October 2025 that will apply across all EU/EEA Member States.

A new status report from NORSUS reveals that online purchases of textiles rose sharply between 2024 and 2025, driven by platforms such as Temu and Shein. At the same time, more than 44,000 tonnes of textiles were discarded in general household waste by Norwegian consumers. Never have Norwegians thrown away so many clothes.

How are textile flows in Norway evolving, and what does this mean for the path towards Extended Producer Responsibility (EPR) for textiles?

The EU is stepping up its efforts to reduce textile waste and strengthen the circular economy. The destruction of unsold discarded textiles will now be prohibited.

NORSIRK is launching Videre Tekstil AS as a new producer responsibility organisation for textiles. In developing the initiative, NORSIRK has joined forces with the textile cluster NF&TA.

NORSIRK has received funding from Innovation Norway to launch a collaborative project focused on the collection, sorting and treatment of textiles, with the goal of developing circular solutions within this area. NF&TA has been engaged as project lead for the initiative, which will run from January 2026 to September 2027.
